Did Zimbabwe's dictator Robert Mugabe invent the super delegate concept?

Yeah, with one superdelegate, HIM. Will he get away with stealing this one? Time will tell, but unfortunately my money is on him winning, then jailing as many opposition party members as possible based on their wasting the people's money on an unneeded election. I see a bloody ending to Mugabe's reign, and I don't know if anyone will give him asylum when it's over.
