Why doesn't Haiti become a dependent of the UN or France?

Haiti is cursed since they made a pact with the Devil. Haiti has a "dead language" as an Official Language. Haiti has no marketable exports. Haiti has no friends. It cannot make peace with its neighbor the Dominican Republic. Their only choice is to join the Francophone sphere or let the UN take over.
